Administration sources and some attendees in Biden’s January discussion on Ukraine claim that the president made a strong case for aid. They also mentioned that using notes is standard procedure in these types of talks. Bates refuted allegations that Biden had made a mistake in his remarks regarding energy strategy during his February meeting with Johnson.
